Subject: Agenda Item 5 – Officer Report


The purpose of this report is to update the Committee on (G&E) Matters:

Memorial Bench

  • The Railway Group and a relative of Leslie Campbell extend thanks to the Parish Council for the kind donation of a bench at the station in memory of Leslie. The bench will be ordered shortly and installed by the Station maintenance team.

Tree works – Garden of Remembrance

  • On 30 March our contractor completed work to raise the crown of the trees along the southern boundary of the Garden of Remembrance. Funds used from 25/26 budget.

Garden of Remembrance – Volunteers

  • The volunteer group are working to install three compost bins at the top of the Garden. Rather than buying wood the group will hopefully be able to source old pallets that can be repurposed.

Tree works – Allotments

  • Work was completed on 30 March to remove an Oak Tree that was growing on a plot and restricting light and space. Funds used from 25/26 budget.

Burial Ground Update April/May 2026

  • Three plots have recently been purchased at non-resident fees meaning the budgeted income for 2026-27 has already been achieved.
  • Four burials due to take place in May.

Ice cream van – Adastra Park

  • To make councillors aware – around twice a week an ice cream van comes into the carpark and stops for a while near the gate, seems to be popular feature. The owner of Parklife Coffee van that use the pavilion car park has been made aware and doesn’t have any problem.

Playground Inspections 2026-27

  • Continued regular monthly inspections & the annual inspection of our play areas have been agreed with Safeplay for the following: –

£1100 total ex VAT. (25-26 £1074). This represents a minimal increase.

For comparison a quote was received from Infinity Playgrounds:

Operational inspections: 11 x £80

Annual Inspection: 1 x £150

Total per site: £1,030 annually

Total for all 3 sites: £3,090 (2 x play areas & the skate park)

Excluding VAT.

Anti-Social Behaviour – Adastra Park

  • Recently there have been sightings of electric bikes/trikes and scooters riding around the park in a dangerous manner. An incident occurred on Friday 17 April involving someone from the social club being threatened with a knife. The police are aware of this and have spoken to the office staff, we will continue to report either via 999 or online reporting.

Rats in Orchard Lane/Adastra Park

  • Rats have been reported around Orchard Lane recently. Groundsperson to meet with MSDC Environmental Health for advice on the best action to take.

Tennis Courts – Update

  • As of 30th April, 16 people have renewed their membership for Adastra Tennis Club using the new automated payment system. There are 9 previous members who are yet to renew. Deputy Clerk is in contact with the tennis club to find out whether these people plan to renew their membership. There is one new sign up for Tennis Club who only wishes to use the two free weekly sessions.
  • On the 10th May our resident tennis coach is holding a free to attend open morning and social tennis sessions for all those who wish to come along. The event has been publicised on our website and FB page.

District Council Consultation

  • MSDC will be doing a consultation on young people’s use of green space in Hassocks.

We’ve checked in to ask why they are asking about Adastra Park and whether it covers the MSDC owned green spaces (London Road and Clayton recreation grounds).

We’ve asked for feedback on the survey questions before it’s sent and to see the results afterwards (to be shared with G&E and relevant councillors).

We will share and promote the survey.

Kidical Mass Bike Ride – 2026

  • Following the success of last year’s Kidical Mass ride, another one will be going ahead on 5th July, gather at 1.30pm, depart at 2pm. Ride finished by 3 or 3.30.  Up to 100 parents and children. We plan to gather and depart from Adastra Park, next to the car park by the bowling green and playground.  It will be roughly the same route as last year, which will be risk assessed again. There will be training for marshals.  We are extending our insurance to cover this event and will inform the police.

The purpose of this report is to update members on the activities of our Groundsperson:

Football pitches since last G&E:

  • The senior pitch line markings were adjusted to make the pitch safe from uneven ground prior to weekend 04/04.
  • Weekly checking of headstones at burial grounds, all secure
  • Regular grass cutting and strimming, mostly daily now in growing season
  • Cleaned pavilion doors and windows (external) after wet and muddy weather ended (start of April)
  • Cleaned, sanded and painted all bollards in both car parks
  • Planted some hedging by the side of tennis courts to cover a gap being used by people causing anti-social behaviour
  • Painted sleeping policemen down Orchard Lane
  • Re-instated the 7v7 football pitch for HJFC after its location became too wet to mark it over the winter
  • Prepared and marked cricket pitch boundary ready for their season start in May
  • Filled a few large gaps/holes in-between paving slabs down the main pathway by the sports and social club.

GROUNDS AND ENVIRONMENT COMMITTEE

Subject: Agenda Item 7 – Terms of Reference


Membership of the Grounds & Environment Committee

  1. The Grounds & Environment Committee comprises of a minimum of seven Council members and may include Co- opted members (non-voting) and is subject to a quorum of a minimum of 3 Councillors.
  2. Membership of the Committee will be decided at the Annual Parish Council meeting each year, subject to the proviso that the Chair and Vice-Chair of the Parish Council shall, in any event, be ex officio members.

Chairperson

  1. The Chair of the committee will be elected by the committee at its first meeting after the Annual Parish Council meeting.
  2. The Vice-Chair of the committee will be elected by the committee at its first meeting after the Annual Parish meeting.

Conduct of Meetings

  1. All meetings of the Grounds & Environment Committee will be convened in accordance with the Parish Council’s standing orders.
  2. Meetings will be minuted by the Clerk/Deputy Clerk to the Council or another member of staff.

Responsibilities

  1. The maintenance, promotion and administration of allotments.
  2. The maintenance, promotion and administration and development of Adastra Park, hire of the park and the Pavilion.
  3. The maintenance of the Memorial Garden (Garden of Remembrance).
  4. To manage and maintain trees on Parish land.
  5. The maintenance, promotion and management of the Burial ground in Keymer.
  6. The maintenance of Talbot Field under its charitable status.
  7. The maintenance of Parklands Copse.
  8. To provide, maintain, and replace street furniture such as: Litter bins, Public seats, Bus shelters, Notice Boards and signage.
  9. To provide, maintain and manage the Christmas lighting contractor.
  10. To support and manage the village annual floral displays.
  11. To support and promote tree planting initiatives.
  12. To support and promote environmental initiatives.
  13. To support and promote Public Rights of Way.
  14. To consider recommendations made by the Flood Working Group and Highways & Transportation Working Group & Park Working Group.

Financial Responsibilities

  1. Grounds & Environment Committee shall be empowered to: Authorise expenditure provided such expenditure is:-
  2. Consistent with the responsibilities and areas of operation of the Grounds & Environment Committee
  3. Within the budget set for Grounds & Environment as part of the Council’s overall budget or within any additional budget for Grounds & Environment authorised by Full Council or the Policy Resources and Communications Committee during the course of the financial year.

Appendix 4

Subject: Agenda Item 8 – Parklands Copse


The purpose of this report is to update councillors on grounds works that are due or have recently taken place at Parklands Copse:

  • It was recently identified that works to trees surrounding Kiddiecapers Nursery on Parklands Road were necessary to avoid the potential of tree limbs falling into the nursery outside play area. Due to safety concerns our contractor was instructed to carry out the works as soon as possible. The cost of this was £950 from 26-27 budget.
  • Path improvements – Barcombe Landscapes have laid Type 1 along the footpath. This expenditure was taken out of the 25-26 budget.
  • Bridge Repairs – Monday Group have made us aware that repairs to the bridge will be necessary later this year. The Parish Council will purchase the necessary supplies for the group to carry out the work in the summer.

Appendix 6

Subject:  Agenda Item 10.1 – Sports Pavilion Works


Background

  1. The purpose of this report is to provide Members with information regarding the ongoing sports pavilion improvement and maintenance programme.

Recommendation

  1. Members are asked to
  • note progress on delivering the planned maintenance improvements
  • authorise the Clerk to proceed with repairs to the Air Source Heat Pump (£3,234.28), funded through the Adastra Pavilion Earmarked Reserve
  • establish a Working Group to consider plans for a future capital project

Background

  1. The Air Source Heat Pump has failed and needs to be replaced or repaired.
  2. If it is replaced, with a similar or different system, this could potentially form part of a larger S106 funded capital project. It will be necessary to establish a small Working Group to consider options and develop a proposal, informed by a user consultation.
  3. In the meantime, it will be necessary to repair the existing heat pump to ensure there is a relatively cheap power source to run the heating and hot water over the winter months so it can continue to be made available for hire.
  4. A summary of current pavilion usage is attached (Appendix A).

Maintenance Plan

  1. In December 2025, Members considered a condition report for the pavilion, produced by Stuart Radley Associates. The consultant provided a 10-year maintenance plan and work is underway to deliver the recommendations in 2026. A summary of progress is provided below.
Works Required in 2026 Progress
External Works – the consultant’s report recommended annually removing ivy growth and cleaning off algae. Works completed by Greenscene to cut back foliage and remove ivy.
Roof & Drainage

·         Check annually and clear out gutters, pipes and remove accumulated debris on main and canopy roofs

·         Re-lay central part of roof along gulley

·         Re-fix rainwater Pipe

 

·         Install additional drainage to reduce flooding risk – divert rainwater from the downpipes x2 into the ditch and create a drainage channel at the front of the building by the patio doors.

Groundsman has cleared the gutter on the flat roof.  To be added to annual maintenance programme.

Richard Soan Roofing are booked in to carry out electrical integrity testing w/c 4 May, followed by repairs

To be carried out alongside roofing repairs above.

Greenscene booked in to install drainage and pipework in mid-May

Internal works – redecorate water damaged areas in changing rooms and bar. Make good wall light in away changing store and fix changing room roof.  Replace shelves in bar.  Cllr Bunting has also asked for the damaged ceiling tiles in the kitchen, toilets and bar to be replaced and additional redecorating in the changing rooms, corridors and toilets Replace plasterboard and redecorate changing room ceiling and walls, paint water damaged cricket club store and damaged walls in the pavilion – works to be scheduled on completion of roof repairs (quote £1,125).

DC Electrical are booked in on 12 May to replace damaged ceiling tiles and fix emergency lights.

In addition, extra shelving has been installed to create more storage.  Glass recycling bins have been provided for the cricket bar. Taps have been repaired in the pavilion kitchen.  A new tap will be ordered for the bar.

Bi-Fold doors – the consultant recommended that the bi-fold doors be adjusted and overhauled This was previously explored but they could not be fixed so have been permanently locked since 2018. The report suggests the doors are replaced in 2028 if they are not repairable.  They should be replaced with sturdy glass doors suitable for a public building.
Hot Water System The ASHP is broken but new timers have been fitted allowing the water tank temperature to be maintained, running on mains electricity (this will increase the bill by approx. £100 pcm).

There is a proposal to replace the existing hot water system with a series of instant hot water heaters for the toilet and kitchen sinks and showers.

Air Source Heat Pump The ASHP is faulty and as a result the underfloor heating is not working so there is currently no heating in the pavilion.  This needs to be resolved before the Autumn.

Daikin have provided a quote for repairs totalling £3,234.28 for parts and labour.

The council has received two quotes to install a modern replacement unit:

Supplier 1 – £10,228

Supplier 2 – £14,765

The existing hot water system or new water heaters and the underfloor heating could potentially be powered by a replacement ASHP and / or solar panels with battery storage.  Alternatively, they could run on mains electric which may not be as energy efficient and cost effective.

Mechanical Ventilation and Heat Recovery The MVHR system is due to be serviced in July – the filters will be replaced and the duct work reconnected, if necessary.

The Groundsman can lag the pipes in the plant room.

Some of the recommended improvements such as PIR occupancy, time clock control are not available for this model.

Fire Safety – replace smoke detectors WorkNest carried out a Fire Risk Assessment on 30 March. There are no actions requiring immediate attention but there are a number of advisories that will be dealt with during 2026/27.

Compliance actions to date for moderate risk issues (complete within 60 days) – the cooker has been deep cleaned and a portable heater removed.

There was no requirement to replace the smoke detectors.

Lighting

Replace all lamps with new LED lamps and all luminaires with LED fittings

The Council has been advised that all lamps are already LEDs.

 

Potential capital project

  1. Mid Sussex District Council has ring-fenced £200,000 in S106 receipts to support the Council to upgrade the sports pavilion. These funds could be used toward a range of improvements projects such as:
  • provide additional changing rooms for girls and/or juniors
  • create more storage for hirers
  • upgrade the booking system and door entry controls (with better disabled access)
  • upgrade the security alarm
  • install PIR sensors for lighting and heating
  • install solar panels
  • upgrade the water heating system
  • provide publicly accessible toilets

Appendix 10

Subject: Agenda Item 11 Highways & Transportation Working Group Update


The purpose of this report is to update members on the activities of the Highways & Transportation Working Group.

Background

The working group have been discussing with our WSCC, two main issues that need to be addressed:

  • The need for more cycle parking at the western end of the village.
  • Additional Double Yellow lines at certain locations to enable safer and easier movement around the village by vehicles.

Cycle parking

Two sites have been agreed in principle –

  1. The build out outside GLO to be a site for one standard ‘Sheffield’ style bike rack. Highways have assessed this site and its suitability based upon space, safety, visibility as been agreed in principle.
  2. The junction of Keymer Road/Chancellors Park (adjacent to noticeboard) to be a site for a

Corral designed for disability/mobility/cargo bike parking. (will also take standard bikes)

Costs

The only funding the Parish Council can contribute will be in the form of S106 developer monies, amounting to £1479. Further funding sources are being investigated. Ideally both sites are to be progressed simultaneously.

Installation costs: £120.00 per stand (standard Sheffield only)

Sheffield stand:  £173 (with Tapper tube)

Corral: £2250

Total costs: approximately £3000

RECOMMENDATION: Members are asked to agree to go ahead with the scheme pending further funds being available.

Traffic Regulation Order – Keymer Road

With the growth of the village and increase in users of Adastra Park/Hall parking along Keymer Road travelling east from the entrance to Adastra Park towards Keymer has become problematic. The group propose that a Traffic Regulation Order application is placed with West Sussex County Council to install double yellow lines at certain points in order to create passing points to increase the flow of traffic. (Appendix 10.1).

Traffic Regulation Order – John Saxby Place

At the access road to John Saxby Place there is only a single yellow line resulting in cars parking and blocking access to residents of the address. It is proposed to include in the TRO application a request to change this to a double yellow line to ensure access is always maintained and penalties can be issued should anyone park across here.

RECOMMENDATION:  Members are asked to agree to go ahead with the TRO application. As per the guidelines outlined on WSCC website a small amount of community engagement would be necessary to gain the support of affected residents/businesses.

GE25/113 APOLOGIES: Apologies were received and accepted from Cllr Peter Richardson, Cllr Kristian Berggreen, Cllr Paul Shepherd, Cllr Bill Hatton, Cllr Sue Hatton.

GE25/114 DECLARATIONS OF INTEREST. There were no declarations of interest.

GE25/115 MINUTES. It was RESOLVED that the minutes of the Grounds & Environment Committee meeting held on 5 March 2026 be signed by the Chair as a true and accurate record of the meeting.

GE25/116 PUBLIC PARTICIPATION. No members of the public present.

GE25/117 OFFICER’S REPORT.

Members noted the report provided in Appendix 1 of the agenda. The following points regarding items on the report were raised:

  • The Deputy Clerk confirmed that there are no regular time slots the ice cream van comes into Adastra Park car park. They are random visits depending on the weather conditions.
  • Members enquired about the number of Tennis Club members that have renewed a membership. The Deputy Clerk confirmed she is in communication with the club representatives to get feedback on whether others are about to join. It would also be useful to get some feedback on the reasons why others may not be renewing. The tennis club have been made aware of the event happening on 10th May and have been asked to circulate details to their members.
  • The Deputy Clerk updated members on the current situation with the rats seen around Orchard Lane. Our groundsman is contacting a local pest control company and arranging a visit. It was also noted that domestic compost bins can attract rats due to the source of food.

GE25/118 GROUNDSPERSON REPORT.

Members noted the report provided in Appendix 2 of the agenda. They were pleased that all the football pitches are now playable.

GE25/119 COMMITTEE TERMS of REFERENCE – Members considered the existing Terms of Reference.

Members noted the updated Committee Terms of Reference in Appendix 3. It was RESOLVED that the current document is satisfactory, no changes were made.

GE25/120 PARKLANDS COPSE – Members noted the planned works and recently completed works in Parklands Copse.

GE25/121 GARDEN OF REMEMBRANCE – Members considered the proposal to purchase and install a bench as a memorial to Jane Baker. It was RESOLVED that a bench and plaque would be purchased and a suitable position within the Garden of Remembrance would be selected to position the bench. It was thought appropriate to contact Jane’s husband for his input on the exacting wording of the plaque.

GE25/122 ADASTRA PARK MASTERPLAN.

GE25/122.1 – PAVILION WORKS UPDATE – Cllr Bunting updated members on progress of works to the pavilion.

  • The roofing contractor is due this week to complete electrical integrity testing to the roof and carry out necessary repairs.
  • It was explained that the Air Source Heat Pump is currently out of use, the immersion is being used to provide hot water only. This is a temporary measure which will increase the monthly electricity bill. There are two quotes for a replacement ASHP and one quote from Daikin for repair of the existing unit at £3200.
  • It was suggested that a Working Group be set up to research the best options for the building before we pay the repair costs. The unit is 16 years old so it is unlikely the repair will significantly extend the life of the heat pump. There might be alternative systems such as an on-demand heating/hot water set up that are more appropriate, sustainable and cost effective.
  • The recent building survey report recommended additional features for the heat pump, but our current model is too old to support many of these updated additions.
  • Any replacement could be achieved through the implementation of a more extensive capitol project were S106 funds could be made available.
  • The limited use of the showers by the football & cricket clubs were discussed.

It was RESOLVED that the repair to the heat pump would be delayed pending further enquiries through the Park Working Group.

GE25/122.2 – ADASTRA PARK TOILETS PROPOSAL –

Members discussed the history of the public toilets in Hassocks and noted that the original choice of site was away from Adastra park in Dale Avenue.

  • It was noted that responsibility for the upkeep & maintenance of the building will pass to the Parish Council in April 2027.
  • The three options outlined in the report were discussed.
  • Entrance should be visible and front facing. Having minimal lingering space and individual cubicles may go some way to discourage vandalism and anti-social behaviour.
  • Commissioning a company to provide a modular building might include all elements of the design such as architect and required ground works which may in turn speed up delivery of the scheme.

It was RESOLVED that all three options are potentially viable and the Park Working Group would meet soon to discuss in more depth. The timeline was noted.

GE25/122.3 – SEATING IN ADASTRA PARK –

Members discussed the two designs outlined in the report. The lack of shade in the younger children’s play area was highlighted; members of the public have also raised this.

It was RESOLVED that two picnic tables would be purchased, for each location set out in the report. Two concrete bases would be required. The Waddington design was preferable subject to ensuring that it is wheelchair friendly.

GE25/122.4 – ADASTRA CARPARK REPAINTING –

Members discussed the two diagrams of the car park kindly produced by Cllr Richardson. A survey was completed to determine whether there is scope for any more spaces by redesigning the layout. It was raised that there must be at least 6 metres spaces between adjacent rows to allow reversing space.

The conclusion was that the two existing disabled spaces provide inadequate space for wheelchair users to access vehicles.

It was RESOLVED that a new quote would be obtained to repaint the existing lines and chevrons.

  • The row of 7 spaces nearest to Adastra Hall would be reduced by one space, this additional space would be reconfigured to allow more room on either side of the two disabled spaces along the row.

GE25/123 – HIGHWAYS & TRANSPORTATION WORKING GROUP –

Cllr Weir introduced the map he had produced to show the proposed locations for the double yellow lines. Lines will also be required on the south side of the road to discourage vehicles from parking on that side.

The committee resolved to agree with both the installation of the cycle racks and the application to West Sussex County Council for a Traffic Regulation Order. Members noted that additional funds will need to be sourced to complete the full cycle rack scheme.

GE25/124 – PUBLIC RIGHTS OF WAY UPDATE

Cllr Weir provided the following update:

  • Improvements to footpath 9K south (Silverdale to Damian Way) are in progress with a quote to be obtained shortly subject to available funds.
  • Footpath 12K – Downlands School. Still with WSCC awaiting a decision.
  • Footpath 21K – Some progress, but there are issues to resolve such as the stream and the sharp drop along the path.
