A meeting of the Parish Council is being held on Tuesday 8 April 2025 at 7.30pm in the Council Chamber, Parish Centre, Adastra Park, Hassocks.

9.1 Drain Mapping – Grounds & Environment Committee at its last meeting 13th March considered a paper regarding commissioning a drain mapping study of Adastra Park.
Members approved the principle to undertake this work subject to the release of funds from General reserves. (GE24/76.1).
Therefore, this paper is seeking authority from Council to release up to £5,000 from General Reserves to commission this study.
9.2 Road Closure application – Light up Hassocks event (Appendix 2) – Members are requested to consider the attached application for the road closure on Friday 5th December 2025. To view Appendix 2 please click here.
Member’s views are sought on the proposed closure and to indicate if they support the proposed application.
9.3 Downs Community Bike fest – Members are requested to consider the contents of the attached correspondence received from Greener Hassocks & Ditchling Group (Appendix 3) who are proposing to organise some cycle based events later in the year, and are seeking members views to utilise Adastra Park.
Normally this item would be considered by Grounds & Environment Committee, however due to the timing of the committee cycle it is felt it would be appropriate for Council to consider the item so that any feedback can be passed back to the organisers at an early stage, so that this can be factored into any arrangements.
Member views are sought.
9.4 Hebborns Fun Village – Members are invited to consider a request to hold a children’s funfair in Adastra Park (Appendix 4).
Normally this item would be considered by Grounds & Environment Committee, however due to the timing of the committee cycle it is felt it would be appropriate for Council to consider the item so the organiser can confirm their summer programme.

DOWNS COMMUNITY BIKE FEST – JUNE & JULY 2025
INITIAL INFORMATION SHEET FOR SCHOOLS AND PARISH COUNCILS
The ideas currently on the table:
These events will be run by Greener Hassocks and Ditchling, working with a range of partners including schools in Ditchling, Hassocks and Hurstpierpoint, HurstRethink, Hassocks Community Organisation, Cycling Without Age, Kiddical Mass, Cycling UK, British Cycling, Proper Café and Cycling, Melo Velo, Play Streets and more to be confirmed.
Sussex Police have been informed of the initial route for the Kidical Mass ride, and Mid Sussex and West Sussex will be informed by the end of March.

CHILDREN’S FUNFAIR, ADASTRA PARK.
Members are invited to consider a request from the Hebborns Fun Village to return to Adastra park this summer to hold their fair. The same fair ran successfully last year from 8th – 23rd July. It has been recommended that they run around the same dates this year. It is anticipated that the rides will run as per last year:

PC24/157.1 Planning Committee – Members NOTED the minutes for the 24 March 2025.

PC24/158 FINANCE Members considered the finance reports and the supporting bank statements and reviewed the payment list for payments totalling £81,930.88 for the period ending 28 February 2025 as set out in Appendix 1. Members asked for further information in relation to payment to Barcombe Landscapes and Sussex Glazing Services. The Barcombe Landscapes invoice covered various grounds maintenance works for a period between Sept – Nov 2025, which included additional cover for the Grounds person. The Sussex Glazing Services payment was a deposit for new windows in the Parish Centre. Members were satisfied with the explanations provided.

PC24/159.6.1 Report from Councillors on meetings of outside bodies where the Council is represented. Kristian Berggreen gave an update on the extension plans at Adastra Hall provided by Chris Hobbs (Chair). Following a competitive tendering process Adastra Hall has appointed a contractor to start work on 2 June until 31 August. A compound will be set up to the East of the building and the public path will be diverted around the temporary fencing. Interior works and redecoration will continue inside the building during August when only the Green Room will remain open. Bookings are strong for 2025 and the association is now taking bookings for 2026.
PC24159.6.2 Cllr Richardson advised that he had received feedback from 200+ members of the public during a set of consultations with the community. These took place outside Hassocks Infant School and The Windmills Junior School, and separately at the Farmers Market with Cllr Shepherd and a representative from Greener Hassocks & Ditchling and Hassocks Community Organisation (HCO).
PC24159.6.3 Cllr Bunting reported that he had attended a meeting of the Oldlands Mill trustees as the Chair.
PC24/160 CHAIRPERSON’S REPORT Cllr Gaudencio reported that she had a site meeting with Cllr Shepherd, Helen Valler, Ian Cumberworth and two representatives of West Sussex County Council Highways to discuss a proposed pedestrian crossing outside The Sussex Grocer. This will be an informal crossing point with dropped kerbs and tactile paving to make it safer to cross to the island.
Cllr Gaudencio also reported that she had attended Mid Sussex Association of Local Councils (MSALC) presentation regarding Local Government Devolution and Reorganisation. She explained that the Government intends to create large unitary authorities with elected mayors to replace the current local government structure. Parish Councils are not mentioned as being abolished by these proposals and may be in a position to bid for the local management of community assets such as car parks and recreation grounds. Councillors expressed concern about the capacity of the Parish Council to take on extra responsibilities without additional financial and staff resources. They also acknowledged that the Parish Council may be able to provide better local services than a large unitary authority. Councillors agreed that this item should be considered further but it is likely to be at least 2-3 years before any structural changes are implemented.
PC24/161 CLERK’S REPORT The Clerk told Members she had completed a handover with Ian Cumberworth and was familiarising herself with the staff and facilities. She advised that new windows would be installed in the Parish Centre on 14-15 April. Also, the Mid Division Stoolball Association had emailed their thanks for a grant to the Adastra Stoolball Club and agreed to administer the funds on their behalf.
PC24/161.1 Drain Mapping Members RESOLVED to APPROVE the release of up to £5,000 to engage a contractor to undertake a drain mapping survey of Adastra Park and authorised the Clerk to proceed with the project.
PC24/161.2 Road Closure application – Light Up Hassocks event. Members are supportive of this event and had no objections to the road closure.
PC24/161.3 Downs Community Bike Fest The event organisers are aiming to run a series of events in June and July 2025 including Dr Bike Sessions in Adastra Park and a ‘Kidical Mass’ bike ride starting in Adastra Park on Saturday 12 July. Members were concerned there could be a potential clash with the children’s funfair and cricket so this would need to be carefully managed. They will need permission to use the public park for these events and Helen Valler (Deputy Clerk) will liaise with them and be the main point of contact for bookings. If the events are free to participate Members suggested a nominal fee of £50 rather than the standard hire charges applied for commercial activities.
PC24/161.4 Hebborns Fun Village Members agreed that the event last year had been well run and received and they were happy in principle to host the funfair again in 2025 subject to submission of health and safety and insurance details and a small inflationary increase in the booking fee. It should be sited in the NE corner of the North field.
PC24/161.5 There was a general discussion about paths in the park and it was suggested that the slope from the north car park needs to be levelled. Also, soil erosion at the junction of the bowling green and children’s’ play area needs to be addressed. Cllr Bunting asked that an additional Grounds and Environment Committee meeting be arranged so these matters could be discussed at the appropriate committee.
PC24/162 URGENT MATTERS AT THE DISCRETION OF THE CHAIR. Cllr McBeth highlighted that within the next couple of years the Windmill Avenue telephone exchange will no longer be necessary with the switchover to IP. This site could potentially be repurposed for community use and he agreed to make further enquiries and bring the matter back to the Council for inclusion on a future agenda.
Councillor McBeth also mentioned that other local Councils have flags with personalised crests and he suggested Hassocks Parish Council could consider this in the future.
