A meeting of the NEIGHBOURHOOD PLAN COMMITEE will be held at the Parish Centre, Adastra Park, Hassocks on Thursday 26th January at 7.30pm.

4. PUBLIC PARTICIPATION.

5. Proposed Changes to the National Planning Policy Framework (NPPF) – The attached paper (Appendix A) sets out a summary of the potential impact(s) of the changes to the NPPF in respect of Hassocks and the wider area. To view Appendix A please click here.

The government are currently undertaking a consultation on the proposed changes, therefore some suggested consultation responses are outlined in the attached paper for members to consider. The responses do not cover all of the questions within the consultation document but have focused on the elements that are more relevant to the parish council.

Members are requested to consider the attached paper and the drafted responses and determine whether they wish to submit the responses on behalf of Hassocks Parish Council.

6. Hassocks Priorities Statement – verbal update.

To include feedback on responses received and proposals for the public meeting scheduled in February.

7. Any other business

EXCLUSION OF PUBLIC AND PRESS
In view of the confidential nature of the business about to be transacted Councillors will be referred to the Confidential Agenda. If any members of the public or press are in attendance they will be requested to withdraw from the meeting in the public interest.

All members of the public are welcome to attend to attend meetings of the Parish Council and its Committees. Item 4 – a period of 15 minutes will be set aside for the public statements and questions relating to the published non-confidential business of the Meeting.
It may be necessary to consider particular items in confidential session and where this arises, these items will be considered at the end of the agenda.

FILMING, RECORDING OF COUNCIL MEETINGS AND USE OF SOCIAL MEDIA During this meeting members of the public may film or record the Committee and officers from the public area only providing it does not disrupt the meeting. The Confidential section of the meeting may not be filmed or recorded. If a member of the public objects to being recorded, the person(s) filming must stop doing so until that member of the public has finished speaking. The use of social media is permitted but members of the public are requested to switch their mobile devices to silent for the duration of the meeting.

NP22/41 DISCLOSURE OF INTERESTS: none.

NP22/42 MINUTES

Minutes of the Neighbourhood Plan Committee held on the 15th December 2022 were agreed and accepted as a true record.

NP22/43 PUBLIC PARTICIPATION. There were no members of the public present.

NP22/44 Proposed Changes to the National Planning Policy Framework (NPPF)

Cllr Tester introduced the item set out in Appendix 1 which summarised the potential impacts for the parish and it’s Neighbourhood Plan with the proposed changes to the NPPF. In addition members were advised that the government were currently undertaking a consultation on the Levelling Up and Regeneration Bill reforms to the National Planning Policy Framework.

Cllr Tester had reviewed the consultation document on behalf of the committee and prepared a draft response for member’s consideration on those elements that were relevant to the parish council and neighbourhood plans.

Members’ views were sought on the proposed consultation response. Members thanked Cllr Tester for the excellent paper and were supportive of submitting the proposed consultation responses without amendment.

Members therefore RESOLVED to APPROVE the content of the proposed consultation response without amendment and requested the Clerk to submit these on behalf of the Council.

Cllr Tester agreed to provide the necessary web links to enable the Clerk to submit Hassocks Parish Council’s consultation response.

NP22/45 Hassocks Priorities Statement

Members were advised that the Council had received in excess of 200 responses to the recent consultation from a range of age groups. A draft paper summarising the data had been received just prior to the meeting and was circulated by the Clerk.

Members discussed aspects of the data and sought clarification on various elements of the responses.

The data captured will inform and influence the public feedback session on the 18th February being held in the Adastra Hall.

Members were advised that the format of the feedback session was yet to be finalised but a meeting was scheduled for w/c 30/1/23 to fine tune arrangements which will then be circulated to Members.

It would be anticipated that Members would be invited to volunteer to attend the feedback session to assist. This could be either all morning or limited to set time slots, but this could be flexible, however this will be confirmed once arrangements have been finalised.

Members indicated support to this approach and the intention would be that all Councillors would be provided with the opportunity to volunteer to support the event.

Members were informed that a full page advertisement promoting the event will be published in the February edition of ‘Hassocks Life’ which will be supplemented by the use of social media, notice boards and the Council’s website to promote the event.

Members noted the action being taken.
