6.6 DM/22/1515 – 8 The Crescent  Hassocks  West Sussex  BN6 8RB 2x Macrocarpa (T1 and T2) – To be felled 1x Holly (T3) – To be felled 2x Sycamore (T4 and T5) – to be felled.

6.7 DM/22/0840 – Clayton Wickham View  Belmont Lane  Hurstpierpoint  Hassocks  West Sussex  BN6 9EP Proposed rear extension to existing garage at first floor level to provide a study and ancillary area.

Minutes of the PLANNING COMMITTEE Meeting held on Monday 30 May 2022 at 7.30pm in the Parish Centre, Adastra Park, Hassocks

Attendees: Parish Councillors: Carolyn Barton, Kristian Berggreen, Bob Brewer, Bill Hatton and Claire Tester.

In Attendance: Clerk: Ian Cumberworth. No members of the public.

P22/01 APOLOGIES FOR ABSENCE. None

Absent without apologies: Cllr Carolyn Barton.

P22/02 DECLARATIONS OF INTEREST. There were no declarations of interest.

P22/03 ELECTION OF CHAIR AND VICE CHAIR. Cllr Bill Hatton proposed that Cllr Kristian Berggreen was elected as Chair of the Planning Committee for 2022/23 and this was seconded by Cllr Tester. All Members voted in favour.

P21/03.1 It was RESOLVED that Cllr Kristian Berggreen was elected as Chair of the Planning Committee for 2022/23.

Cllr Bill Hatton proposed that Cllr Claire Tester was elected as Vice Chair of the Planning Committee and this was seconded by Cllr Kristian Berggreen. All Members voted in favour.

P21/03.2 It was RESOLVED that Cllr Claire Tester was elected as Vice Chair of the Planning Committee for 2022/23.

P22/04 MINUTES.

It was RESOLVED that the minutes of the meeting held on 9 May 2022 be signed by the Chair as a true and accurate record of the meeting.

P22/06 APPLICATIONS

DM/22/1345 – Milkwood  Keymer Park  Hassocks  West Sussex  BN6 8QU Rear extension replacing rear conservatory roof, alterations internally. Response: RECOMMEND APPROVAL. The applicant is advised that Government has committed to adopt a ‘Future Buildings Standard’ during 2021 which will change the Building Regulations requirements for alterations and extensions to homes to bring these alterations closer to that of a ‘zero energy building’. This is supported by Policy 5 ‘Enabling Zero Carbon’ of the Hassocks Neighbourhood Plan which states that proposals that modify existing buildings (including extensions) should seek to maximise the inclusion of energy-saving measures and renewable energy generation.  Energy saving measures include floor, roof and wall insulation, and low u-value windows (which may need to be triple glazed). These requirements may require amendments to your design which could affect the drawings submitted for planning permission. The applicant may wish to note that alterations that are built to a Nearly Zero Energy standard, are unlikely to need further retrofitting to minimise the carbon emissions that the nation is required to reduce to zero by 2050.  As retrofitting an existing home to be highly energy efficient is more complex than doing so for a new building, applicants may wish to look at the ‘EnerPHit’ standard that the Government is understood to be considering as the applicable “Nearly Zero Energy’ standard in this context, or at the Architypes published by the London Energy Transformation Initiative for u-values for your extension walls, windows etc. and for ventilation and overheating prevention standards to be achieved.

DM/22/1467 – 26 Dale Avenue  Hassocks  West Sussex  BN6 8LP Replace existing conservatory with a new single storey rear extension and convert loft including hip to gable roof extension. (LDC). Response: NOTED

DM/22/1515 – 8 The Crescent  Hassocks  West Sussex  BN6 8RB 2x Macrocarpa (T1 and T2) – To be felled 1x Holly (T3) – To be felled 2x Sycamore (T4 and T5) – to be felled. Response: RECOMMEND that the MSDC tree officer determine whether these trees pose a genuine danger prior to agreeing any removal which will impact on appearance of the area. The trees are situated in a conservation area and the two Macrocarpa’s represent some of the only specimens remaining in the village so have a rarity value.

DM/22/0840 – Clayton Wickham View  Belmont Lane  Hurstpierpoint  Hassocks  West Sussex  BN6 9EP Proposed rear extension to existing garage at first floor level to provide a study and ancillary area. Response: RECOMMEND REFUSAL The proposed application is tantamount to a new dwelling outside of the built up area and in the local gap between Hassocks and Hurstpierpoint. Therefore the application is in conflict with District Plan policies DP12 Protection and Enhancement of Countryside, Hassocks Neighbourhood Plan policies Policy 1 Local Gap and Policy 14 Residential Development within, adjoining ,the built up area boundary of Hassocks.
