Minutes of the Planning Committee Meeting held virtually on
Monday 22 June 2020 at 2.30pm

Attendees:  Parish Councillors: Jane Baker, Kristian Berggreen, Bill Hatton and Nick Owens (Chair).

P20/11           APOLOGIES FOR ABSENCE.  Apologies for absence were received from Cllrs Robert Brewer and Leslie Campbell.

P20/12           DECLARATIONS OF INTEREST.  There were no declarations of interest.

P20/13           MINUTES.    It was RESOLVED that the minutes of the meeting held on 1 June 2020, be signed by the Chair as a true and accurate record of the meeting.

P20/14           PUBLIC PARTICIPATION.   There were no members of the Public present.

P20/15           APPLICATIONS

P20/16           SDNP/20/01676/FUL Land at Keymer Road Ditchling East Sussex To retain the use of the land on a permanent basis following temporary permission granted under reference SDNP/16/05154/FUL. Two members voted in support of this application and two members voted against the application.  The Chairman therefore exercised his casting vote.  Response:  RECOMMEND REFUSAL.  Hassocks Parish Council offers its full support to the comments submitted to the SDNPA by Ditchling Parish Council and is in agreement that the application should be rejected on the grounds that the proposal is contrary to Policy CONS7 of the Ditchling, Streat and Westmeston Neighbourhood Plan and Policy SD24, Landscape Character of the South Downs Local Plan Policy.

DM/20/0762 West Coombe North Bank Hassocks West Sussex BN6 8JG (Amended description 21.05.2020) Part two storey part single storey rear extension with side porch. New detached garage.  MSDC were unable to extend the submission date for comments on this application and permission was granted by MSDC after the agenda had been published.  Therefore this application was withdrawn from the agenda.

DM/20/0940 26 Priory Road Hassocks West Sussex BN6 8PS Build a temporary single storey office with toilet in side garden forward of front elevation of house. Response: RECOMMEND REFUSAL. This application is for the erection of a separate building in the front garden of a property and would therefore have an impact on the surrounding street scene.   It is thus considered that the application is contrary to Character and Design, Policy 9 of the Hassocks Neighbourhood Plan and Policy DP26 of the District Plan.   The application is also unclear as to the interpretation of ‘temporary’.

P20/19           URGENT MATTERS at the discretion of the Chairman for noting and/or inclusion on a future agenda.  With the Chairman’s permission, Cllr Jane Baker raised a query regarding whether the Parish Council should receive notification of permitted development rights from the SDNPA.  It was agreed she would provide the Deputy Clerk with the exact details of her query, who would then follow this up and provide clarification.

P20/20           DATE OF NEXT MEETING.   Monday 13 July 2020.  It was agreed that the meeting would be held at a revised time of 4.00pm.

There being no other business the Chair closed the meeting at 3.10 pm.
