1. Members are invited to note the following correspondence received from the South Downs National Park Authority providing an opportunity to comment on an amended draft SDP
Message from South Downs National Park Authority
Parking Supplementary Planning Document (SPD) Consultation – opportunity to comment on amended draft SPD
South Downs National Park Authority (SDNPA) is consulting on an amended draft Parking Supplementary Planning Document (SPD) (full title – Guidance on Parking for Residential and Non-Residential Development) and a Consultation Statement.
We would like to hear your views on these documents. Further details of how to respond to the consultation are given below.
SDNPA previously consulted on the draft Parking SPD for eight weeks between 24 September and 19 November 2020. As a result of the representations received the draft Parking SPD has been amended. The Consultation Statement contains a summary of each representation received, and the response and action taken by SDNPA. The Consultation Statement sets out details of the consultation that has taken place to date which has informed and refined the SPD. It sets out details of how, when and with whom the initial consultations with interested parties and organisations took place and how this has informed the SPD.
The purpose of the Parking SPD is to give clear direction to all those involved in the planning application and decision making process regarding the provision of parking for new development in the South Downs National Park (SDNP). The Parking SPD applies to both residential and non-residential development and, along with some locally specific Neighbourhood Development Plan policies, will replace all previous standards provided by the county councils in the SDNP once adopted.
The Parking SPD will be a material consideration for relevant planning applications once adopted.
Responding to the Consultation
The Parking SPD and related documents are available to view on the SDNPA website.
The consultation will run for a period of six weeks, starting on Thursday 4 February 2021.
All comments must be received by 11.59pm on Thursday 18 March 2021.
If you have no means of access to the internet, please contact the SDNPA on 01730 814810 to receive a printed copy of consultation documents in the post. Leave a message, stating your name and address and that you would like printed copies. Please note that this service requires officer time to come into the South Downs Centre and is strictly for those who have no other means of accessing the documents.
Please respond by email to planningpolicy@southdowns.gov.uk or in writing to Planning Policy, South Downs National Park Authority, South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH.
After the end of the consultation period, any comments received will be considered in reviewing the amended draft SPD prior to adoption.

P20/166 UPDATE ON CONSIDERATION OF PERMITTED DEVELOPMENT APPLICATIONS. Verbal Update (Cllr Claire Tester). Cllr Tester informed the Committee that following correspondence with a Planning Officer at Mid Sussex District Council (MSDC) regarding a previous Permitted Development application, it became apparent that the criteria for consideration varied significantly between such applications. Therefore Cllr Tester had enquired as to whether it would be possible for this criteria to be provided by MSDC with the application. However the Planning Officer had informed Cllr Tester that this would not be possible. Cllr Tester confirmed to the Committee that other Planning Authorities do provide this information.
The Committee was invited to consider whether it wished to agree to a formal request being sent to MSDC Planning from the Parish Office, requesting that the grounds for consideration for Permitted Development applications is provided with the applications to assist in their consideration. Alternatively it was noted that the Committee could consider such applications in the same format as full Planning Applications and comment accordingly.
It was AGREED that a formal request would be sent from the Parish Office on behalf of the Parish Council requesting that the grounds for consideration for Permitted Development Applications is included with notification of these applications.
It was also AGREED that in the meantime, Permitted Development applications would be considered in the same format as Full Planning Applications to ensure that no reasons for consideration are omitted.
P20/167 CORRESPONDENCE. Members were requested to consider an invitation from Burgess Hill Town Council for Hassocks Parish Council to participate in a collaborative objection to Site allocations 12, 13 & 15 of the 2019 Site Allocations document, issued by Mid Sussex District Council. Members considered this matter and AGREED it should be referred to Full Council for consideration.
