5.1 DM/22/2963 Hassocks Hotel Station Approach East Hassocks West Sussex BN6 8HN Demolition of existing derelict out-building and form an overflow car parking area for the public house.

5.2 DM/22/2810 The Summerhouse Lodge Lane Hassocks West Sussex BN6 8NA Rear ground floor extension, internal alterations and loft conversion/extension to an existing dwelling.

5.3 DM/22/2907 Milkwood Keymer Park Hassocks West Sussex Replace conservatory with pitched roof extension and internal alterations.

5.4 DM/22/2691 99 Grand Avenue Hassocks West Sussex BN6 8DG (Amended plans 03.10.2022) Garage conversion, with raised roof to create home gym and leisure space, and single storey side extension.

8. PUBLIC PATH DIVERSION ORDER FP5K. Members are invited to note the attached Public Path Diversion Order for Footpath 5K, Rail Crossing Diversion Order, Hassocks and to consider whether the Committee wishes to make any representation to Mid Sussex District Council about this Order. 9. TEMPORARY ROAD CLOSURE APPLICATION. Members are invited to consider a temporary road closure application for Newlands Close in Hassocks on Saturday 3 November between the hours of 14.00hrs to 22.00hrs. (Please click here to view Appendix 2).

10. Urgent Matters at the discretion of the Chairman for noting and/or inclusion on a future agenda.

Minutes of the PLANNING COMMITTEE Meeting held on Monday 24 October 2022 at 7.30pm in the Parish Centre, Adastra Park, Hassocks

P22/76 APOLOGIES FOR ABSENCE.  Apologies of absence were received from Cllrs Carolyn Barton, Robert Brewer and Bill Hatton.

P22/77 DECLARATIONS OF INTEREST. None

P22/78 MINUTES. It was RESOLVED that the minutes of the meeting held on 3 October 2022 be signed by the Chair as a true and accurate record of the meeting.

P22/79 PUBLIC PARTICIPATION.  There were no members of the public present.

P22/80 APPLICATIONS

DM/22/2963 Hassocks Hotel Station Approach East Hassocks West Sussex BN6 8HN Demolition of existing derelict out-building and form an overflow car parking area for the public house. Response: It was considered that this application lacked sufficient information regarding the access to the proposed new car parking area and of the age and historic value of the building to be demolished.  Therefore the Committee was unable to make a recommendation for this application for these reasons.

DM/22/2810 The Summerhouse Lodge Lane Hassocks West Sussex BN6 8NA  Rear ground floor extension, internal alterations and loft conversion/extension to an existing dwelling. Response: RECOMMEND APPROVAL.  The applicant is advised that Government has committed to adopt a ‘Future Buildings Standard’ during 2021 which will change the Building Regulations requirements for alterations and extensions to homes to bring these alterations closer to that of a ‘zero energy building’.  This is supported by Policy 5 ‘Enabling Zero Carbon’ of the Hassocks Neighbourhood Plan which states that proposals that modify existing buildings (including extensions) should seek to maximise the inclusion of energy-saving measures and renewable energy generation.  Energy saving measures include floor, roof and wall insulation, and low u-value windows (which may need to be triple glazed).  These requirements may require amendments to your design which could affect the drawings submitted for planning permission. The applicant may wish to note that alterations that are built to a Nearly Zero Energy standard, are unlikely to need further retrofitting to minimise the carbon emissions that the nation is required to reduce to zero by 2050.  As retrofitting an existing home to be highly energy efficient is more complex than doing so for a new building, applicants may wish to look at the ‘EnerPHit’ standard that the Government is understood to be considering as the applicable “Nearly Zero Energy’ standard in this context, or at the Architypes published by the London Energy Transformation Initiative for u-values for your extension walls, windows etc. and for ventilation and overheating prevention standards to be achieved.

P22/84 PUBLIC PATH DIVERSION ORDER FP5K.  Members were invited to note a Public Path Diversion Order for Footpath 5K, Rail Crossing Diversion Order, Hassocks and to consider whether the Committee wishes to make any representation to Mid Sussex District Council about this Order.  Members noted the Diversion Order and had no comments to make.

P22/85 TEMPORARY ROAD CLOSURE APPLICATION.  Members were invited to consider a Temporary Road Closure application for Newlands Close in Hassocks on Saturday 3 November between the hours of 14.00hrs to 22.00hrs.  Members had no objection to the Temporary Road Closure.

P22/86 Urgent Matters at the discretion of the Chairman for noting and/or inclusion on a future agenda.  There were no urgent matters.  Cllr Berggreen had attended the District Planning Committee on Thursday 20 October 2022 and had spoken in objection to Planning Application DM/21/1653 Byanda Brighton Road Hassocks West Sussex BN6 9LX on behalf of the Parish Council.  He reported to the Committee that concerns were also raised by some District Councillors including over the size and scale of the application.  After consideration by the District Planning Committee the application was voted for Refusal.  Members thanked Cllr Berggreen for attending and speaking at the meeting.
