5.6 WSCC/012/23 Downlands School, Dale Avenue, Hassocks, West Sussex, BN6 8LP Proposed new single storey classroom block and associated external works. Alterations to existing car park to provide additional spaces and EV charging points.

8. TEMPORARY ROAD CLOSURE APPLICATION. Members are invited to consider the following road closure application and any comments they may wish to make on behalf of Hassocks Parish Council.

8.1 Newlands Close (Between Nos 1-8), Hassocks from 11.00hrs to 22.00hrs on Sunday 7th May 2023 for a Coronation Street Party to take place. (To view the Location Map in Appendix 1 please click here).

9. Urgent Matters at the discretion of the Chairman for noting and/or inclusion on a future agenda.

Minutes of the PLANNING COMMITTEE Meeting held on Monday 17 April at 7.30pm in the Parish Centre, Adastra Park, Hassocks

Attendees: Parish Councillors: Cllr Kristian Berggreen (Chair), Cllr Robert Brewer, Cllr Bill Hatton and Cllr Claire Tester.

P22/162 APOLOGIES FOR ABSENCE. Apologies for absence were received from Cllr Carolyn Barton.

P22/163 DECLARATIONS OF INTEREST. As the landowner of Adastra Park, the Committee jointly declared an interest in application DM/23/0771 Adastra Hall Keymer Road Hassocks West Sussex BN6 8QH Erection of two pitched roof single storey rear / side extension. (to form larger second function room with communal toilets, kitchen and disabled wc and larger communal toilets to main building).

It was RESOLVED that the minutes of the meeting held on 27 March 2023 be signed by the Chair as a true and accurate record of the meeting.

Response: RECOMMEND APPROVAL The applicant is advised that Government has committed to adopt a ‘Future Buildings Standard’ during 2021 which will change the Building Regulations requirements for alterations and extensions to homes to bring these alterations closer to that of a ‘zero energy building’.  This is supported by Policy 5 ‘Enabling Zero Carbon’ of the Hassocks Neighbourhood Plan which states that proposals that modify existing buildings (including extensions) should seek to maximise the inclusion of energy-saving measures and renewable energy generation.  Energy saving measures include floor, roof and wall insulation, and low u-value windows (which may need to be triple glazed).  These requirements may require amendments to your design which could affect the drawings submitted for planning permission. The applicant may wish to note that alterations that are built to a Nearly Zero Energy standard, are unlikely to need further retrofitting to minimise the carbon emissions that the nation is required to reduce to zero by 2050.  As retrofitting an existing home to be highly energy efficient is more complex than doing so for a new building, applicants may wish to look at the ‘EnerPHit’ standard that the Government is understood to be considering as the applicable “Nearly Zero Energy’ standard in this context, or at the Architypes published by the London Energy Transformation Initiative for u-values for your extension walls, windows etc. and for ventilation and overheating prevention standards to be achieved.

DM/23/0870 Flat 1 Orchard House 2 Orchard Lane Hassocks West Sussex BN6 8QF T1 Beech – Fell. Response: Hassocks Parish Council is always reluctant to see the loss of any trees and therefore seeks the confirmation of the MSDC Tree Officer that the felling of this tree is essential due to its poor condition.

P22/170 TEMPORARY ROAD CLOSURE APPLICATION.  Members were invited to consider the temporary road closure application for Newlands Close (Between Nos 1-8), Hassocks from 11.00hrs to 22.00hrs on Sunday 7th May 2023 for a Coronation Street Party to take place.  Members had no objection to the proposed closure.

P22/171 Urgent Matters at the discretion of the Chairman for noting and/or inclusion on a future agenda.

The Deputy Clerk informed Members that there had been several applications for the Discharge of Conditions for the site at the Land North of Clayton Mills and one for the Land to the Rear of the Friars Oak since January however these had not shown up in a search until today.  The same applications continued to show up inconsistently on subsequent searches later in the day.  Members noted the various Discharge of Conditions as attached in Appendix 1.

P22/172 DATE OF NEXT MEETING. Tuesday 2 May 2023 at 7.30pm.  Members were invited to note the change of day and that the meeting was in two weeks as opposed to the usual three week cycle.

There being no other business the Chair closed the meeting at 8pm.
