5.7 DM/25/0437 The Beaumont 8 Ockley Lane Hassocks West Sussex BN6 8BA Proposed two storey side extension and single storey rear extension. External works to reduce and level the driveway. (BRE light impact plan received 14/04 and AIA Tree report received 13/05).
5.8 DM/25/1224 35 Kings Drive Hassocks West Sussex BN6 8DY Proposed single storey rear extension to provide new kitchen/dining/living space, internal alterations to existing layout and external alterations to windows and materials.

6. Proposal to remove the following wording from applications that are recommended for approval – The applicant is advised that Government has committed to adopt a ‘Future Buildings Standard’ during 2021 which will change the Building Regulations requirements for alterations and extensions to homes to bring these alterations closer to that of a ‘zero energy building’. This is supported by Policy 5 ‘Enabling Zero Carbon’ of the Hassocks Neighbourhood Plan which states that proposals that modify existing buildings (including extensions) should seek to maximise the inclusion of energy-saving measures and renewable energy generation. Energy saving measures include floor, roof and wall insulation, and low u-value windows (which may need to be triple glazed). These requirements may require amendments to your design which could affect the drawings submitted for planning permission. The applicant may wish to note that alterations that are built to a Nearly Zero Energy standard, are unlikely to need further retrofitting to minimise the carbon emissions that the nation is required to reduce to zero by 2050. As retrofitting an existing home to be highly energy efficient is more complex than doing so for a new building, applicants may wish to look at the ‘EnerPHit’ standard that the Government is understood to be considering as the applicable “Nearly Zero Energy’ standard in this context, or at the Architypes published by the London Energy Transformation Initiative for u-values for your extension walls, windows etc. and for ventilation and overheating prevention standards to be achieved.
RECOMMENDATION: Members AGREE that it is no longer necessary to include this wording in the Planning Minutes.

P25/01 APOLOGIES FOR ABSENCE. Apologies for absence were received from Cllr Don McBeth.
P25/02 DECLARATIONS OF INTEREST. There were no declarations of interest.
P25/03 ELECTION OF CHAIR & VICE CHAIR
ELECTION OF CHAIR. Cllr Lesley Cruickshank-Robb proposed that Cllr Kristian Berggreen was elected as Chair of the Planning Committee for 2025/26 and this was seconded by Cllr Robert Brewer. All Members voted in favour.
P25/03.1 It was RESOLVED that Cllr Kristian Berggreen was elected as Chair of the Planning Committee for 2025/26.
ELECTION OF VICE CHAIR. Cllr Kristian Berggreen proposed that Cllr Lesley Cruickshank-Robb was elected as Vice Chair of the Planning Committee for 2025/26 and this was seconded by Cllr Robert Brewer. All Members voted in favour.
P25/03.2 It was RESOLVED that Cllr Lesley Cruikshank-Robb was elected as Vice Chair of the Planning Committee for 2025/26.
P25/04 MINUTES. It was RESOLVED that the minutes of the Planning Committee meeting held on
6th May 2025 be signed by the Chair as a true and accurate record of the meeting.

RESPONSE: The committee recommend that MSDC refuse the application. It is un-neighbourly and overdevelopment of a small plot. The description is misleading; the application should be for an annex.
The committee have concerns around the impact on the adjacent property that shares a party wall.
No information provided regarding foul water drainage.
