8. PLANNING POSITION STATEMENTS MSDC – Members are invited to note that on 11th November MSDC held a meeting to introduce two Position Statements they have recently issued. The purpose of these is to set out development principles to help guide sustainable development until a new District Plan is in place:
The position statements were considered by the Scrutiny Committee on 26th November 2025 and will then be presented to Council on 10th December.
Council is asked to RESOLVE that in view of the confidential nature of the following items, the press and public be excluded under section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.

P25/84 MINUTES. It was RESOLVED that the minutes of the Planning Committee meeting held on
10th November 2025 be signed by the Chair as a true and accurate record of the meeting.

P25/86.2 2 DM/25/2626 42 Hurst Road Hassocks West Sussex BN6 9NL Subdivision of the existing residential plot to create 2no residential dwellings, alongside retention of existing dwelling. 2 members of the public spoke in objection.
RECOMMENDATION: The committee support the many objections and recommend the application is refused.
The application is not respectful of the neighbouring properties or the street scene in terms of scale or character; it is overdevelopment of the site. Granting permission would set a precedent for other similar properties in the area. The site plan fails to adequately show the full scope of the development.
It is contrary to:
Policy 9, Character Hassocks Neighbourhood Plan
DP 26 Character and Design.
DP13 Preventing Coalescence.
HNP 1 of the Hassocks Neighbourhood Plan. These gaps should be protected from any future development.
DP29 Noise, air, light pollution
DP28 Accessibility. Vehicles accessing the property in the garden will need to use a narrow driveway close to the neighbouring property.
The committee request that the application is not decided at officer level and is called in to committee.
