7. SOUTHDOWNS NATIONAL PARK – Local Green Space (LGS) Assessment 2026. Members are asked to note the attached document. (Appendix 1).

8. CAMPAIGN TO PROTECT RURAL ENGLAND – Members are asked to note that the government published a draft National Planning Policy Framework (NPPF) in 2025, there is currently a consultation period running up to Tuesday 10th March. CPRE has published on their website, guidance for responding to the consultation. They have focussed on three key areas:

  1. Green Belt protection
  2. Rural affordable housing
  3. ‘Valued landscapes and the wider countryside

9. URGENT MATTERS at the discretion of the Chairman for noting and/or inclusion on a future agenda.

APPENDIX 1

South Downs Local Green Space (LGS) Assessment 2026.

We are writing to you because you nominated at least one green area to the South Downs National Park Authority (SDNPA) between 10 August 2022 and 31 October 2025 to be considered for designation as a local green space in the South Downs Local Plan Review.

The evaluation of all nominated green areas is set out in the South Downs Local Green Space (LGS) Assessment (January 2026) – heron referred to as “the Assessment” – which is on our website here: https://www.southdowns.gov.uk/planning-policy/the-south-downs-local-plan-review/evidence-base/communities/local-green-space-lgs-assessment/

(Please note, the evaluations may be different from the provisional findings of October 2024).

In total, 118 nominations were received for 132 green areas between 10 August 2022 and 31 October 2025. The Assessment recommends that 19 of these areas should be designated as local green spaces – along with the separation of Dowlings Little Mead and Church Meadow in Selborne into two separate local green spaces – in the South Downs Local Plan Review.

The Assessment sets out the background and planning policy context for local green space designation (Sections 1-3), the nomination process and evaluation methodology (Sections 4-6), and the evaluation results and conclusions (Sections 7-8 and Appendices 1-2).

The settlement maps in Appendix 3 show the reference numbers for each green area. The reference number will help you to find the evaluation of your nominated green area(s) in the Stage 1 Initial Desktop Review (Appendix 1) or Stage 2 Detailed Evaluations (Appendix 2).

The Assessment will support the local green space policy in the Regulation 19 version of the South Downs Local Plan Review. The Regulation 19 version of the South Downs Local Plan Review will be published for comments for a 6-week period. This 6-week period is anticipated to start in May 2026, and we would welcome your comments during this period.  If you would like to remain up-to-date with the review of the South Downs Local Plan – including its Regulation 19 publication for comments in 2026 – then we recommend that you sign-up to the South Downs Planning Policy Contact Database by emailing: planningpolicy@southdowns.gov.uk.

P25/113 DECLARATIONS OF INTEREST. Cllr Berggreen declared an interest in LI/26/0159 & LI/26/0199 and didn’t take part in the discussion.

P25/114 MINUTES. It was RESOLVED that the minutes of the Planning Committee meeting held on
2nd February 2026 be signed by the Chair as a true and accurate record of the meeting.

  • Members discussed some aspects of the newly drafted NPPF, particularly the ‘presumption in favour of permission’ for sites within a sustainable distance of a railway station.

  • Cllr Reime mentioned that at the previous full council meeting there was a suggestion that a Planning Consultant could attend a future Planning meeting to talk to councillors. Deputy Clerk to raise with the Clerk.
